In December 2009, Senator Eggleton as chair of the Senate Sub-Committee on Cities tabled the most extensive Senate report on poverty, housing and homelessness since the Croll report in 1972.
Senator Eggleton will outline that the system that is supposed to help lift people out of poverty is substantially broken, entraps people in poverty and needs a complete overhaul.
He will also outline the essential, broad and incremental recommendations that - if implemented would go beyond the path dependency paralysis that has typified federal and provincial policy under governments of all affiliations for decades and would finally break the cycle of poverty in Canada.
